FAR overhaul status: what is a deviation, what is proposed, what is final

As at 27 Sep 2026: agencies run on class deviations, the Federal Register carries proposed rules only, and no final FAR overhaul rule has been published. The codified FAR in the eCFR is not yet amended.

Three kinds of number

Codified: The number in 48 CFR, the eCFR. It is still the codified text. The eCFR is current to 24 Sep 2026.
Under the deviation: The number the overhaul model deviation text gives, which agencies adopt by class deviation in lieu of the codified text: GSA from 3 Nov 2025, DoD for FAR Part 52 from 1 Feb 2026. DFARS clauses move by DoD class deviations to the DFARS, part by part.
Proposed: The permanent number in a proposed rule in the Federal Register. Proposed rules cover some FAR parts only; there is no DFARS overhaul proposed rule. Nothing proposed is final.

Where the changes most asked about stand

52.204-21 is 52.240-93 under the deviation and 52.240-5 in the proposed rule 91 FR 37550; the codified text still carries 52.204-21.
DFARS 252.204-7020 is carried as 252.240-7997 under Class Deviation 2026-O0025, effective 1 Feb 2026 (read by an identical title, medium confidence). 252.204-7019 is not settled: the sources conflict, so no number is shown.
The Section 889 clauses: 52.204-25 goes into 52.240-91 under the deviation and 52.240-3 as proposed; 52.204-24 and 52.204-26 go into 52.240-90, proposed 52.240-2.
The government-wide controlled unclassified information rule was folded into FAR Case 2026-001 (91 FR 37550, 23 Jun 2026), which proposes 52.240-6 and 52.240-7. It is still proposed; comments closed 23 Jul 2026.
GSAR 552.239-70 and 552.239-71 and HSAR 3052.204-70 are [Reserved] in the eCFR.

Which number a given contract carries depends on the deviation its awarding agency has adopted and the date of the solicitation or the modification: a contract carries the deviation number only where its agency adopted that deviation and it applies at that date. The finder shows all three numbers and names the source; it does not decide for you. Confirm which deviation your contracting officer's agency has adopted.
